Who buys commercial property in Cascais

Two kinds of buyer look at commercial units in Cascais: owner-operators who want their own premises for a shop, clinic, office or café, and investors who buy a let unit or a whole building. Supply is thin — 88 listings across shops, offices, buildings and warehouses on the main portals in September 2026 — so preparation counts for more than speed.

01

Your own premises

Buying the unit your business trades from ends rent negotiations and lets you fit it out once, provided the usage title matches your trade.

02

No AIMI, one IMI rate

Commercial property is outside AIMI, and Cascais charges the same 0.35% IMI on all urban property (IMI for 2025, paid in 2026).

03

Opening is a notification

A shop, café or restaurant opens by mera comunicação prévia on the Balcão do Empreendedor. No decision is issued, but the usage title must already allow the use.

Buying and opening: the sequence

The Câmara publishes no processing times; the table shows the order of steps and the legal deadlines that do exist.

StageWhenWhat happens
Check the usage titleBefore the offerThe autorização de utilização must allow the use you plan: comércio, serviços or restauração
CPCVOn signingPromissory contract with the sinal; add conditions such as licensing of planned works or financing

OpeningMera comunicação préviaFiled on the Balcão do Empreendedor or in person; it is not a permissive act, so no decision is issued
Closing a businessWithin 60 daysThe closure of an establishment must be notified to the Câmara

The usage title decides the business: use by use

In Portugal a unit is licensed for a use and the business is registered on top of it. Opening a shop, café or restaurant in Cascais takes a mera comunicação prévia, but only if the unit's autorização de utilização already allows that use (cascais.pt).

Planned useUsage title neededProcedure and authorityWhat to watch
Shop or servicesAutorização de utilização compatible with comércio or serviçosCâmara Municipal de Cascais; opening by mera comunicação prévia (DL 10/2015, Portaria 206-B/2015)A unit whose usage title names another use cannot simply open; works and changes of use must be licensed first

Historic shopAs for the current tradeDraft municipal regulation “Cascais com História” (Edital 382/2026)The draft is in public consultation until 22 October 2026; check whether a shop you buy could be covered once it is adopted
Short-term rental in a whole buildingUsage title for housing; AL registration by comunicação prévia com prazoCâmara (AL registration); DL 128/2014 as amended by DL 76/2024Whole buildings use the “hospedagem” modality. One operator may not run more than nine AL apartments in a building where they would exceed 75% of its units. Cascais began drafting an AL regulation on 24 March 2026; DL 151/2026 gives municipalities with more than 1,000 AL units until 31 December 2026 to decide whether to regulate

Pending change: the government has announced a national measure against so-called “lojas de fachada” that would let municipalities require prior approval instead of licenciamento zero in up to about 15% of their urban area (ECO, 22 September 2026). It was not yet law on 28 September 2026.

Six files to ask for before the CPCV

Registry and cadernetaCertidão permanente and caderneta predial urbana: registered use (afetação), area, tax value (VPT), owners and any charges.
Usage titleThe autorização de utilização for the use you plan. If paper and practice differ, you are buying a licensing project, not ready premises.
Lease fileIf the unit is let: contract, term, rent, updates, guarantees and correspondence with the tenant. Have your lawyer check any rights the tenant holds when the unit is sold.
Business recordsIf you take over a trading business: the comunicação prévia, terrace and opening-hours permits, and any AL registration with its insurance of at least €75,000.
CondominiumTítulo constitutivo, minutes and reserve fund; whether the rules limit trade, opening hours or short-term rental in the building.
Tax positionIMT 6.5% and stamp duty 0.8%; the VPT behind IMI at 0.35%; no AIMI; the IVA position; and whether you buy personally or through a company.

From brief to opening day

  1. Fix the use — your own business or an investment, and which trade. The use decides which usage title you need and how you should hold the property.
  2. Check the title — certidão permanente, caderneta and autorização de utilização: does the unit already allow comércio, serviços or restauração?
  3. Read the building — título constitutivo and condominium rules, any lease in place, and whether the unit could fall under “Cascais com História” once it is adopted.
  4. Sign the CPCV — with the sinal and conditions that protect you, such as licensing of planned works or financing.
  5. Complete — IMT of 6.5% and stamp duty of 0.8% are paid before the deed, then the purchase is registered.
  6. Open — license any works first, then file the mera comunicação prévia on the Balcão do Empreendedor; terraces and opening hours are separate requests.

Financing commercial property

Banks assess commercial loans case by case, looking at the lease, the tenant or your business plan. We found no published lending norms for Cascais, so we quote no loan-to-value ratios: get an indication from lenders before the CPCV and make the contract conditional on financing if you need it. You will need a Portuguese tax number and bank account first — see how the NIF, fiscal representative and bank account work.

Taxes & costs

Urban property that is not housing carries a flat 6.5% IMT, with no bands and no own-home relief, plus 0.8% stamp duty (CIMT art. 17). With notary, registry and a lawyer, expect about 9% on top of the price (see the worked example). The sale itself is IVA-exempt (CIVA art. 9(30)). Each year Cascais charges IMI of 0.35% of the tax value (IMI for 2025, paid in 2026, Edital 19/2026); the reductions for own homes and let housing do not apply. AIMI does not apply to commercial, industrial or services property (CIMI art. 135-B). Model your own case with the purchase costs calculator.

Where commercial property is in Cascais

Commercial units follow the town centres of the four parishes: Cascais and Estoril, Carcavelos and Parede along the railway, and the inland centres of Alcabideche and São Domingos de Rana. Portal samples per parish are too small for reliable price figures. Inland sites also draw larger users: in March 2026 Porsche Immobilien Portugal bought a former car workshop in Alcabideche that already had an approved showroom project (idealista/news, 16 March 2026). See Cascais town, Carcavelos and Alcabideche.

Before you sign

What we check on every commercial unit: the autorização de utilização against the planned use; the PDM category; the título constitutivo and condominium rules; the lease, if one is in place; AL status and insurance where short-term rental is planned, with Cascais drafting an AL regulation as of September 2026; whether the unit could fall under “Cascais com História”; charges on the registry; and the tax structure you will hold it in.
